I am a born Bihari (Indian). Today I got very offended after reading your interview in WSJ wherein you quoted " that few would’ve turned up had the festival taken place in Patna". As a Bihari and also a resident of Patna, I would like to ask you on what basis you are spreading such a negative image of Patna?&lt;br /&gt;&lt;br /&gt;Bihar &amp; Patna is already suffering from a negative image due to biased Indian media and on the top of that such statement from a Historian and writer of your repute does no good to this image but having an incremental impact on the bad perception. &lt;br /&gt;&lt;br /&gt;Few year back ( in 2007) also you had given similar statement in Financial Times London regarding Bihar wherein you has given a statement which was about an election in Bihar at a time when there was no election in Bihar. It was extremely negative right from the word go, associating certain reprehensible practices which are culturally far more likely to happen in other states than Bihar.&lt;br /&gt;&lt;br /&gt;Some of our fellows Biharis had communicated their apprehensions to you at that time also and you had assured that you will not try to propagate a negative and biased opinion about Bihar any further.&lt;br /&gt;&lt;br /&gt;But alas, you did it again this time, and that too without any solid reason. Did you try ever to organise any such thing in PATNA in Bihar? then on what basis such an opinion?&lt;br /&gt;&lt;br /&gt;Let me invite you to come to Bihar to get a first hand feel of Bihar/Bihari and our hospitality, culture and warmth. I guarantee that you will be surprised and bowled over.&lt;br /&gt;&lt;br /&gt;We are planning to Organize several big festival ( Mahotsava as it is called in HINDI) for example Rajgir Mahotsava, Gaya Mahotsava, Dasrath Manjhi Love Mahotsava, Nalanda Mahotsava, Vikramshila Mahotsava, Patliputra Mahotsava and many more).&lt;br /&gt;&lt;br /&gt;The reason for sending this message are not only to communicate to you that we as Biharis are hurt by your irresponsibly statement in international media but also to invite you to have a first hand experience of Bihar so that you can form a more objective and correct opinion about Bihar.&lt;br /&gt;&lt;br /&gt;Would also like to invite you to our Facebook Bihar Page and our Volunteer NGO effort for betterment of Bihar. But it was destroyed and thus began the decline of Bihar,India,Asia and world. The Wheel or History takes a turn, come join the movement and make the future or become history. We don't need to revive Nalanda but the whole atmosphere. Just like Delhi as an Institutional Area which houses, IIT-Delhi, IIFT, ISI,IIFT,Fore etc. We need many ....,&lt;br /&gt;&lt;br /&gt;Bihar is the heart, mind and soul of India and Asia. Yoga,Kamasutra, Surgery, Buddha, Mahavira, Guru Gobind Singh were sons of Bihar and Nalanda University is world's greatest and oldest institutions (destroyed and needs reconstruction). Earlier,the farmers predominantly grew food grains &amp;amp; the yield was nice. They hope a good year of rainfall will slowly bind the soil together &amp;amp; better options for farming will be available. The land of  Buddha, Mahavira, Guru Govinda, Ashoka, Aryabhatta, Patanjali, Sita,  Bharati, Rajendra Babu, JP &amp;amp; of many more great personalities.&lt;br /&gt;&lt;br /&gt;A  land of agriculture, rivers, scholars, poets, saints, festivals and  humanity. It won’t be a hyperbole if we call this land once to be at the  extreme of human’s internal and external development in terms of  education, economy, culture, and spirituality.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;It makes us  feel severe pain seeing the current image of this great land that  relates it with casteism, illiteracy, unemployment, underdevelopment and  poverty despite of its highly competitive, hard working, talented,  committed &amp;amp; intelligent people in all aspects of human life.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;This  is where we Biharis think of “The Rising Bihar”. The imagination has  gained a reality in recent with the honest efforts by some of us. Ironically, it is his rival Nitish  &lt;table style="MARGIN-TOP: 10px; MARGIN-BOTTOM: 4px; MARGIN-RIGHT: 8px" cellspacing="0" cellpadding="0" align="left"&gt; &lt;tbody&gt; &lt;tr&gt; &lt;td id="bellyad"&gt;&lt;br /&gt;&lt;/td&gt;&lt;/tr&gt; &lt;tr&gt; &lt;td height="10"&gt;&lt;br /&gt;&lt;/td&gt;&lt;/tr&gt; &lt;/tbody&gt;&lt;/table&gt; &lt;table style="MARGIN: 0px 10px 0px 0px; CLEAR: both" class="cnt" width="200" align="left"&gt; &lt;tbody&gt;&lt;/tbody&gt;&lt;/table&gt;Kumar who seems to be delivering on that front. Despite  three years of floods followed by a year of drought, ‘backward and benighted’  Bihar reports a miraculous figure: 11% GDP growth, second only to Gujarat. The  state’s economy has never grown so fast so consistently as it has since  2004-2005. A few pointers on what’s going right in Bihar:&lt;br /&gt;&lt;br /&gt;* Getting  anywhere in Bihar has always been an exercise in endurance. But that’s changing.  More than 6,800 km of roads have been relaid and 1,600 bridges and culverts  constructed in the last four years. Journey time in India’s 12th largest state,  sprawling over 94,163 sq km, has been cut by half today in many places. Now,  most of the state’s 38 districts — from northernmost West Champaran to Kaimur on  the western end — are a drive of six hours or less from Patna.&lt;br /&gt;&lt;br /&gt;*  Automobile sales in the state grew 45% in 2009, at a time when sales had dipped  20-25% in several other states during the economic slowdown. Is this buying  spree an indication that a section of Biharis have more money to splurge than  they did earlier? “A few people had money earlier too, but they didn’t flaunt it  for fear of attracting extortionists and kidnappers,” says Ranjit Singh,  director of a high-end Patna hotel. That fear may have evaporated now.&lt;br /&gt;&lt;br /&gt;*  Only 317 kidnappings for ransom were reported during the last four years as  against 1,393 during the previous four. The kidnapping industry has clearly  fallen on hard times. One indication of this is that doctors no longer refuse to  go to patients’ homes on emergency calls. “Today you can see boards at clinics  saying we go on calls,” says Dr Amulya Kumar Singh, who runs a nursing home in  Patna.&lt;br /&gt;&lt;br /&gt;* Most of Bihar’s infamous dons are behind bars. That includes  Mohd Shahabuddin, the former RJD MP who had once gone live on TV, daring the  state police chief to arrest him. Things are a little different now. A ruling  JD(U) MLA, Sunil Pandey, attempted an encore of sorts in early 2006 when he  brandished a revolver and talked murder on TV. But Pandey found himself behind  bars within no time. Speedy trials have ensured a total of 38,824 convictions  between 2006 and September 2009.The convicts included dons and their henchmen. &lt;br /&gt;&lt;br /&gt;* Gun-toting strongmen are no longer a common sight on the streets of  Bihar. Policemen patrol them now. And places like Siwan, where Shahabuddin once  held sway, do not get deserted after dusk.&lt;br /&gt;&lt;br /&gt;This improvement has shown  results. Malls, shops and private educational institutions are coming up. So are  mobile service providers and banking firms. It’s boom time for real estate with  apartment buildings coming up all around. “That’s because even non-Biharis for a  change want to have a foot in Bihar which has become a better place to live in,”  says economist Shaibal Gupta of the Asian Development Research Institute. Adds  Faizal Alam of Kalyanpur Cements, “Cement inflow to the state went up 18% to 51  lakh tonnes in 2008-09.” That’s an indicator of the construction boom. &lt;br /&gt;&lt;br /&gt;Ironically, this economic growth has happened without any worthwhile  contribution from the manufacturing sector. The state’s economy is growing  because of a boom in agriculture and services sectors. “It’s government-induced  growth,” admits Bihar Industries Association (BIA) president S P Sinha.  According to former BIA president K P S Keshri, private investments in the  manufacturing sector have been as little as Rs 1,500 crore during the last four  years.&lt;br /&gt;&lt;br /&gt;Many attribute the growth to the fact that the flow of Central  funds to states has increased manifold in recent years. In the case of Bihar, it  went up from Rs 37,341 crore during the five-year period 2000-2005 to Rs 55,459  crore during the next three years. But equally importantly, the funds are now  getting better utilized than during the Lalu-Rabri regime when large chunks  remained unspent. Also, adds Gupta, the state made concerted efforts to mobilise  internal resources with its own revenue collection going up from Rs 2,919 crore  in 2003-04 to Rs 5,256 crore in 2008-09.&lt;br /&gt;&lt;br /&gt;The flip side is that much of  this growth does not get reflected in social indicators which remain abysmal.  But, as Gupta says, it would be unrealistic for anyone to “expect the moon” at  this stage. “Right now the fundamentals are getting corrected and therefore you  can find mostly infrastructural indicators of growth; one will have to wait for  social indicators to become visible,” he says.&lt;br /&gt;&lt;br /&gt;While contractors and  realtors stand to gain, more than half the state’s 8.2 crore people — 1.25 crore  families — still live below the poverty line. For these families to prosper,  Bihar desperately needs huge investments and more growth. The State Investment  Promotion Board, formed by the Nitish government, has received proposals worth  Rs 96,000 crore. But most of them, especially the major ones, remain on paper as  Central rules prove a stumbling block. For instance, thermal power plants cannot  come up in Bihar because the Centre has so far refused to provide coal linkages  to ensure regular supplies to any such new plant.&lt;br /&gt;&lt;br /&gt;Also, Bihar has a lot  of catching up to do with the rest of India. “There cannot be any comparison  between Gujarat and Bihar, both of which reportedly grew by over 11%; since our  base is low, even a small investment results in impressive growth in  percentage,” Gupta points out. State officials admit that crucial sectors like  health are still sick with meagre resources in comparison to other states. &lt;br /&gt;&lt;br /&gt;From its bleak past, Bihar may be finally moving towards a brighter  future, but the common Bihari is not patting himself just yet. Its our film, Produced by the people of Bihar. I would like to share a few things with you all. There were times when I became extremely frustrated seeing the events going around me and more so, as I couldn't do anything. I was hit badly, during the violence led by Raj Thackeray, I was hit even worse when in 2003 many students from Bihar and UP were beaten up in several parts of Maharashtra for taking railway entrance exams. I didn't get a single scratch on my body during the violence against us in Guwahati, Punjab, Maharashtra, Andhra or Karnataka but, the Bihari in was thrashed, bruised, shattered, raped and continuously ignored and slandered umpteen no. of times. At most I could do was to think. I got the idea of making this film in February itself but things were not favorable for me and they still are not. Even though I work in the film industry, going off the mainstream Hindi cinema was not good for my career but, on the other hand, I was needed by my people and my land. So, I left my regular hindi film projects.Making a film of 105 minutes was not at all an easy task. This whole process has uncovered a new side of me as a human and as a Bihari.I wonder why for so long and even now, we the people of Bihar have ignored our own land. Why are we not proud of being a Bihari? Why do we feel ashamed of calling ourselves a Bihari? Why cant we mention our sattu litti or tilkut khazaa in front of chicken mughlai or dhokla or for that matter vada pav. Many people asked me not to get into this because they think I am too young for it (I am nearing 27). But I guess to do some thing good, there is no age prescribed by God. I heard Amitabh Bachhan talking about Global warming. He said, "If not here then where, If not now then when, If not you then who."I am doing a little about Global warming, though it is a major issue. I understood Amitabh Bacchan's quote in Bihar's perspective. Its Bihar where we would like to come at the end of the day, Its now when we can think about Bihar and do some thing about its plight and its we, each and every individual of Bihar, who will make the difference.There is no magic wand that we have seen in last 60 years. Nothing will happen just like that, and we will still be termed as the most backward, illiterate, uncouth, casteist people, and the "Bihari" tag will continue to be used as the most celebrated epithet, synonymous with all the bad things you can think of. Its easy to earn 40k-80k outside Bihar with some MBA or B.Tech Degree at your disposal. But, it will take a lot of courage, vision and integrity to think about your land which is dieing. We have great guys right here on this small group. Many of you are leaders in your own domain - engineers, lawyers, doctors, business guys, media guys, film people - then what is it that we dont have? What we dont have, is courage and, to some extent willingness. Face it. We may even fail, but at least we would have shown the courage and honesty of giving some part of our lives to Bihar. May be, one guy will make good and 9 others will fail, if 10 guys aretrying but, what if we have 1000 guys trying to make their mark in different areas? We will have at-least 50 who will make it through. Its the rise of Bihari sub-nationality minus jingoism. We can redefine sub-nationalism in a more GLOCAL (GLOBAL + LOCAL) way and that would be Bihari sub-nationality. So, its upto you all. You can be happily settled in all non-Bihar locations, your children will grow to become good engineers, lawyers, doctors, designers, etc. but they may never like to be called a BIHARI, or they may never even know that they are Biharis. So, this could be another generation which will kill the "Bihari" in them. We can already see many Biharis who have strangulated the Bihari in them or striving to do so.I drew immense inspiration from people like TV Sinha, Naveen Sharma, Tathagat Tulsi, Neetu Chandra, Rituraj Ranjan Singh, Ajit Kumar, Chandan, Dinesh Mishra, students of JNU, Mohan Guruswamy, villagers of Sitamarhi, Champaran, Nalanda, and worth mentioning the great Dasrath Manjhi, who is not with us anymore, and many many others. All these guys, accept Dasrath Manjhi, are no great heroes or world leaders but, what they are is the need of the hour - they are true Biharis. Mohan Guruswamy is not a Bihari.The film is ready, finally. Now I am going to Patna in a few days time to arrange screening there. Subsequently, I will be screening it at various locations in Bihar. I am sure more and more people will come forward with their ideas and work for Bihar and in Bihar. After being at the top of his management class at IIM - Ahmedabad, Kaushlendra should have been sitting in an air conditioned cabin pulling a hefty salary at a multi-national company. Instead, he stands in the sweltering heat of Patna - selling vegetables. Kaushlendra reacts to his profession says, "Every one seems to be migrating from here, I wanted to do something for my people." It may seem like a unconventional career move but an innovative one that helps bring the business back from the fresh produce retail giants -- back to the single vendor, something that even the consumer appreciates. a localite appreciating the work of Kaushalendra says, "The stuff is fresh and service is good and prices are reasonable." The first proposed exploration well will be drilled in Darbhanga district, about 200 kilometres from Patna, with a rig contracted from American oilfield services provider Weatherford International, the official said.&lt;br /&gt;&lt;br /&gt;The Houstan-based Weatherford International develops and supplies mechanical solutions, technology applications and services for all phases of oil and gas development. It operates in over 100 countries.&lt;br /&gt;&lt;br /&gt;Cairn officials said the company has collected seismic data including information from an airborne geomagnetic survey of the block and two-dimensional seismic data over the past two years.&lt;br /&gt;&lt;br /&gt;About 4.5 hectares of land has been provided in Darbhanga district for exploration.&lt;br /&gt;&lt;br /&gt;Over 2,000 rock and soil samples are currently being analysed.&lt;br /&gt;&lt;br /&gt;The administration has served notices to those whose land has been temporarily acquired, and the compensation payment process is underway.&lt;br /&gt;&lt;br /&gt;The drill site construction will include the building of about 800 metres of approach road, a camp site and the well site.&lt;br /&gt;&lt;br /&gt;The onshore block in northern Bihar was awarded under a production-sharing contract (PSC) by the centre in 2004. Actually, it exists to a level that its ferocity would take anyone off guard.&lt;br /&gt;&lt;br /&gt;In the article, the kid wishes to exhibit his sense of humour. And what does he do? He repudiates Bihar as nobody's business. It should come to nobody as a surprise if it is fouund that he has probably never set his foot in Bihar. He must have met a few labourers from Bihar, for Delhi cant move without the contribution of the hard working Bihari. He would probably have met a few Biharis who are toppers at DU / JNU / IIT or wherever this kid has studied from. But then in the society of these elites, Bihar has to perform a function, namely, to satisfy their sense of superiority by perpetually being worse than his society, and believe me, a place can only be worse than hell if it has to be worse than their society.&lt;br /&gt;&lt;br /&gt;So those toppers or for that matter any other Bihari who exhibits any agreeable trait does not register as a Bihari. Abominably, these chaps do not even hesistate to say on the face of a Bihari that he does not seem to be a Bihari if they wish to honour him. And they mean it as a compliment, not sarcasm!!!&lt;br /&gt;&lt;br /&gt;What does one say of this culture? What is the future going to hold for a Bihari kid in days to come if such arrogance is tolerated anymore? &lt;br /&gt;&lt;br /&gt;Indeed there is an all round lowering of standards, specially in Delhi of today. But Biharis have to survive, actually not just survive but flourish and thrive. But Bihar is being systematically denied even its rightful due from the Centre, let alone the additional assistance its economic and social condition deserves. If the present state of affairs continues, it will only imperil India, for the country cannot really progress without Bihar's advancement, say Mohan Guruswamy and Abhishek Kaul. &lt;/i&gt;&lt;/td&gt;&lt;/tr&gt;&lt;/tbody&gt;&lt;/table&gt;&lt;/p&gt;&lt;p align="justify"&gt;                           &lt;/p&gt;&lt;p&gt;                                                          &lt;dropinitial-4&gt;T&lt;/dropinitial-4&gt;HAT Bihar is India's poorest and most backward State is undeniable. The facts speak for themselves. But what makes its situation unique is that Bihar is the only State where poverty levels are uniformly at the highest level (46-70 per cent) in all the sub-regions. The annual real per capita income of Bihar — Rs 3,650 — is about a third of the national average of Rs 11, 625. Bihar is also the only State where the majority of the population — 52.47 per cent — is illiterate. &lt;/p&gt;&lt;p&gt; But Bihar has its bright spots. Its infant mortality rate is 62 per 1,000, which is below the national average of 66 per 1,000. But what is interesting is that this is better than not just UP (83) and Orissa (91), but better even than States such as AP and Haryana (both 66). &lt;/p&gt;&lt;p&gt; Even in terms of life expectancy, the average Bihari male lives a year longer (63.6 yrs.) than the average Indian male (62.4 yrs) and the State's performance in increasing life spans has been better than most in the past three years. &lt;/p&gt;&lt;p&gt; Bihar has 7.04 million hectares under agriculture and its yield of 1,679 kg per hectare, while less than the national average of 1,739 kg per hectare, is better than that of six other States, including some big agricultural States like Karnataka and Maharashtra. Despite this, in socio-economic terms at least, Bihar is clearly in terrible shape. &lt;/p&gt;&lt;p&gt; Bihar is not only the worst off of all Indian States, but the gap between it and the rest is also widening. But there is another reality as well. It is that India cannot progress without Bihar's advancement. It is much too big to be left behind. &lt;/p&gt;&lt;p&gt; Even after Jharkhand was taken out of it, Bihar still has a population of about 85 million. But more relevant than that, for policy purposes, is that Bihar has India's largest concentration in the below 25 years age cohort, with 58 per cent in this category. It will retain this position till well into this century, which means that as India ages, Bihar will remain young! And what the young need most is health, education and jobs. Or else. &lt;/p&gt;&lt;p&gt; Thus, the development of Bihar is integral to India's development. India cannot go forward leaving Bihar behind. This is not the time to apportion blame for Bihar's plight. But that it is in this condition is a severe indictment of our national leadership that has so blatantly and wilfully ignored the Bihar economic problem. &lt;/p&gt;&lt;p&gt; The successive State Governments too are equally culpable. Who is more responsible for this is a chicken-or-egg question? It does not matter now. But one thing is clear. Bihar has few willing to speak up for it. The numbers are proof of its systematic and deliberate neglect. &lt;/p&gt;&lt;p&gt; As opposed to an All-India per capita developmental expenditure (from 2000 to 2002) of Rs 6748.50, Bihar's is less than half at Rs 3,206.00. &lt;/p&gt;&lt;p&gt; While development expenditure depends on a bunch of factors, including a State's contribution to the national exchequer, no logic can explain away the per capita Tenth Plan size which, at Rs 2533.80, is less than a third of that of States such as Gujarat (Rs 9,289.10), Karnataka (Rs 8,260.00) and Punjab (Rs 7,681.20). &lt;/p&gt;&lt;p&gt; Simple and sound economic logic tells us that when a region is falling way behind, it calls for a greater degree of investment in its progress and development. It is analogous to giving a weak or sick child in the family better nutrition and greater attention. Only in the animal kingdom do we see the survival of the fittest, with the weak and infirm neglected, deprived and even killed. &lt;/p&gt;&lt;p&gt; But Bihar is being systematically denied, let alone the additional assistance its economic and social condition deserves, but also what is its rightful due. From the pitiful per capita investment in Bihar, it is obvious that the Central Government has been systematically starving Bihar of funds. &lt;/p&gt;&lt;p&gt; One can understand that the share in Central taxation is determined by the formula of the Finance Commission that takes into account the contribution of an individual State to the exchequer. But one is hard put to understand why this inequality, and such a glaring inequality, should extend to grants, special assistance and even to Plan allocations. &lt;/p&gt;&lt;p&gt; That politics has a lot to do with neglect is seen from the fact that while AP received Rs 3,507.60 crore (1998 to 2000) as "additional Central assistance for externally-aided projects in State Plans," Bihar received just Rs 306.90 crore. &lt;/p&gt;&lt;p&gt; Even in terms of grants from the Central Government (2000 to 2002), Bihar fares poorly. It received Rs 4,047.30 crore while AP topped the list with Rs 9,790.00 crore. Bihar has also been neglected as far as net loans from the Centre are concerned. It received just Rs 2,849.60 as against Rs 6,902.20 received by AP from 2000-02. &lt;/p&gt;&lt;p&gt; It is only in terms of per capita share of central taxes do we see Bihar getting its due. This gross neglect by the Central government is reflected in the low per capita Central assistance (additional assistance, grants and net loans from the Centre) received by Bihar in 2001. While AP received Rs 625.60 per capita, Bihar got a paltry Rs 276.70. &lt;/p&gt;&lt;p&gt; The results of the economic strangulation of Bihar can be seen in the abysmally low investments possible in the State government's four major development thrusts. Bihar's per capita spending on roads is Rs 44.60, just 38 per cent of the national average of Rs 117.80. &lt;/p&gt;&lt;p&gt; Similarly, for irrigation and flood control, Bihar spends just Rs 104.40 on a per capita basis as opposed to the national average of Rs 199.20. Despite this, Bihar manages a few sunshine pictures. Its per capita spending on education, at Rs 484.10, is as good as the best. AP spends Rs 493.90 and the national average is Rs 586.8. &lt;/p&gt;&lt;p&gt; But in terms of per capita expenditure on medical and public health, Bihar falls well behind with Rs 86.20, against the national average of Rs 157.20. &lt;/p&gt;&lt;p&gt; Despite this its infant mortality rate (62 per 1,000) is better than the national average (66 per 1,000). Not only is this better than the other Bimaru States but it is also better than Andhra Pradesh, which stands at 66 per 1,000. &lt;/p&gt;&lt;p&gt; The World Bank's country study of India's poverty actually shows (See "India: Reducing Poverty, Accelerating Development," Table 8.5 on page 115) that the change in Bihar's social infrastructure has been the highest in India, while economic deterioration has been among the lowest. &lt;/p&gt;&lt;p&gt; Now, the question of how much did Bihar "forego"? If Bihar got just the All-India per capita average, it would have got Rs 48,216.66 crore for the Tenth Five Year Plan instead of the Rs 21,000.00 crore it has been allocated. It would have got Rs 44,830 crore as credit from banks instead of the Rs 5,635.76 crore it actually got, if it were to get the benefit of the prevalent national credit/deposit ratio. &lt;/p&gt;&lt;p&gt; Similarly, Bihar received a pittance from the financial institutions, a mere Rs 551.60 per capita, as opposed to the national average of Rs 4,828.80 per capita. This could presumably be explained away by the fact that Bihar now witnesses hardly any industrial activity. But no excuses can be made for the low investment by NABARD. &lt;/p&gt;&lt;p&gt; On a cumulative per capita basis (2000 to 2002) Bihar received just Rs 119.00 from NABARD as against Rs 164.80 by AP and Rs 306.30 by Punjab. It can be nobody's argument that there is no farming in Bihar. &lt;/p&gt;&lt;p&gt; If the financial institutions were to invest in Bihar at the national per capita average, the State would have got Rs 40, 020.51 crore as investment instead of just Rs 4,571.59 crore that it actually received. &lt;/p&gt;&lt;p&gt; Even if with the wave of some magic wand the inequities of the past are wiped away, it is doubtful that Bihar can absorb such huge sums in the near future. For a start it just doesn't have the administrative wherewithal to use the money productively. But the present state of affairs cannot continue. If they do, it only imperils India, for already we can see a gathering storm of red terror over a wide arc from Nepal to Chattisgarh, with Bihar in the middle of it. &lt;/p&gt;&lt;p&gt; Quite clearly Bihar is not only being denied its due share, but there is a flight of capital from Bihar, India's poorest and most backward State. This is a cruel paradox indeed. The cycle then becomes vicious. This capital finances economic activity in other regions, leading to a higher cycle of taxation and consequent injection of greater Central government assistance there. If one used harsher language one can even say that Bihar is being systematically looted, just as the British looted India. Criticism of Bihar's political elite and its polity that has become a standard feature of our national discourse has only served as a smokescreen to deny the State its rightful due. &lt;/p&gt;&lt;p&gt; (The authors are with the Centre for Policy Alternatives, New Delhi, an independent think-tank. Today his resolve had borne fruit. His resolve could only be compared with that of the legendary Bhagirath who chiselled the mighty Himalayas to bring the holy &lt;st1:place st="on"&gt;Ganges&lt;/st1:place&gt; to earth. Then he looked at his palms and started to ruminate. For the last twenty two years, he had been chiselling away at the mountain single-handedly and today his effort had borne fruit. Then in a flash his tears of happiness became those of sorrow and started to fall on the rocks in a stream. His mood turned sombre as he remembered his departed wife. It was her suffering that had made him take this seemingly impossible task of creating a path through the mountain all by himself. It was she who was his inspiration for achieving the impossible task. Alas she had passed away before the task could be completed. Perhaps this is what HE had willed.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;Then the stream of tears came to an abrupt halt. The weight of sorrow on his heart lifted slowly and he started to smile to himself. So what if his wife was not there to savour this moment. His village folks would now traverse 80 km less to reach the town through his path. It was true that he had taken up this Herculean task by seeing the shadow of helplessness on his dear wife’s face, but then wasn’t he already feeling impatient at the sufferings of his people? The path had to be made and he had made it.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;He jolted himself to return to the real world from his dream world and started to walk to the point where he had started his chiselling. His joy knew no bounds as he traversed through the rocky path that he had created alone. This great soul was Dasrath Manjhi, a resident of the 25 house hamlet of Gehlaur in the &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Gaya&lt;/st1:City&gt;&lt;/st1:place&gt; district of Bihar. His is a name in the tradition of the great saint Kabir who was also illiterate like Dasrath Manjhi and had a great desire to break the shackles of sufferings for the masses.&lt;span style=""&gt;   &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;One day a thirsty Manjhi was impatiently waiting for his wife to fetch him water from the other side of the mountain. The unforgiving summer sun of &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Gaya&lt;/st1:place&gt;&lt;/st1:City&gt; had parched his throat dry as he anxiously waited for her to fetch the life giving water. She had taken longer than usual. Then he saw the silhouette of his wife in the distance, coming back empty handed. He asked in a tone of hopelessness mixed with surprise “Why are you coming back empty handed? What happened to the earthen vessel?”&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;Wife could barely control herself as she replied with sorrow written all over her face that she could not fetch water for him as she slipped and fell down. In the process, the earthen pot broke and she had to return empty handed. She could neither fetch water for him in his thirst, nor could she save the pot itself. He saw the grief and helplessness on his wife’s face. Guilt ridden helplessness was streaming out in the form of tears from her eyes. This image got etched on his mental screen.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;Dashrath Manjhi started to contemplate: My god this hill is standing like a mountain in the path of my people for generations. This is coming in the way between our thirst and water. It has to be removed. He kept thinking for days on end. His manliness got aroused and one day he decided to cut it out of the way. He took a vow that he would not sit idle till he had cut a path through the mountain. He took the chisel and the hammer in his hand and started his expedition. And thus started the resolve to capture the mountain – the &lt;st1:placetype st="on"&gt;mountain&lt;/st1:PlaceType&gt; of &lt;st1:placename st="on"&gt;Gilhaur&lt;/st1:PlaceName&gt; in &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Gaya&lt;/st1:City&gt;&lt;/st1:place&gt; district. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;Some would ridicule him. Some would look with utter amazement at his gargantuan effort to chisel the mountain away. But he was not concerned by either praise or ridicule. He just kept at his work chiselling the mountain alone. He even shifted his hut near the mountain so that he need not waste his time in moving back and forth. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;After twenty two long years of unbroken effort, he had managed to dig a pathway – fifteen to twenty feet broad and an amazing three hundred and sixty feet long. And this path would reduce the distance with the nearest town by 80 kilometres. The villagers would not have to go around the mountain to reach Wazirgunj again. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;This is not the only instance of the steely resolve of Dasrath Manjhi. He once decided that he had to go to &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Delhi&lt;/st1:place&gt;&lt;/st1:City&gt;. He did not have enough money to undertake the journey. So &lt;span style=""&gt; &lt;/span&gt;he decided to walk all the way, a distance of over one thousand kilometres, and reached &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Delhi&lt;/st1:City&gt;&lt;/st1:place&gt; from his village,. During this unique journey, he took the signature of the station masters of the railway stations along the way in his diary. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;This man of single minded determination wished to have a hospital opened at his village on a five acre plot. When he met the Chief Minister of the state Mr Nitish Kumar, Nitish felt so overwhelmed that he got up from his chair and asked Dasrath Manjhi to sit there. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;As the old saying goes, a man is known by his deed. Indeed the illiterate Dalit from Gilhaur has shown his sublime character by his steely resolve and his determination to bring development to his impoverished people. The district administration honoured him with a special award. &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span lang="EN-IN"&gt;Post script: The last few days of Dasrath Manjhi was spent fighting cancer. He passed away on August 18 at the age of 80 years. We are talking about world being flat andinformation being power, we are talking about tele density and broadbandpenetration but alas we still come across horrific incidents where peopleare being killed for just being Bihari.By destiny they were born as Bihariand that become the cause of their gruesome killing.The recent gruesome of killing of Biharis in Assam by ULFA militants is yetanother incident which shows the kind of bias which exits in our Countryagainst Bihar and Biharis.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;So how do we react to this as a Bihari andcitizens of this country?&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;How do we express our anguish and pain when our fellow country men are beingkilled for being Bihari ? &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;How do we express our anguish and pain when our fellow country men are being killed for being Bihari ? &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;Following the great tradition of this great country we humbly submit &lt;a onclick="return top.js.OpenExtLink(window,event,this)" href="http://www.petitiononline.com/1bihar/petition.html" target="_blank"&gt;our petition to a&lt;/a&gt;ll , please spare a moment for the cause of the bereaved soul and lodge your protest against this incident in strongest possible word.
